The target rate is almost always what is meant by the media referring to the Federal Reserve "changing interest rates." The actual federal funds rate generally lies within a range of that target rate, as the Federal Reserve cannot set an exact value through open market operations. The Fed affects credit card rates. Most credit cards have variable interest rates, and they’re tied to the prime rate, or the rate that banks charge to their preferred customers with good credit. But the prime rate is based off of the Fed’s key benchmark policy tool: the federal funds rate. From the end of 2008 through October 2014, the Federal Reserve greatly expanded its holding of longer-term securities through open market purchases with the goal of putting downward pressure on longer-term interest rates and thus supporting economic activity and job creation by making financial conditions more accommodative. The interest rate on excess reserves (IOER rate) is also determined by the Board and gives the Federal Reserve an additional tool for the conduct of monetary policy. According to the Policy Normalization Principles and Plans adopted by the Federal Open Market Committee (FOMC), I looked back at the history of Fed funds rate decisions this week to get a better sense of how often the Fed makes policy moves using short-term rates as the lever. Using data from the Federal Reserve, I found the Fed has raised interest rates on 100 occasions since 1970 (including yesterday’s move).
